In 2009, we consulted on the future of the Ecclesiastical Exemption from Listed Buildings and Conservation Area Consents in England

It is also proposed, in line with the wider Heritage Protection Review, that churches will be given the opportunity to develop Heritage Partnership Agreements (HPAs), in negotiation with English Heritage and local authorities.

HPAs will enable a longer term view to be taken of the potential development of ecclesiastical sites, and will remove the need for repeated applications for consents in respect of works outside the church building.  

The Welsh Assembly Government is making separate arrangements for reviewing the exemption in Wales.
