Independent Review of BBC Online

The Secretary of State commissioned Philip Graf to conduct an independent review of BBC Online in August 2003.

The report was delivered in May 2004, and is published below. 
 
This report is the second in a rolling programme of reviews of the BBC's new services.  The first was Richard Lambert's review of News 24 in 2002, and reviews of the BBC's digital television and radio services are currently being conducted by Professor Patrick Barwise and Tim Gardam respectively.  These will report back in August 2004.
