DCMS has reviewed the Guidance to licensing authorities and police on carrying out their functions under the Licensing Act 2003.
We carried out a two-stage review of the Licensing Act 2003 Guidance
The initial review focused on clarifying and adding to the Guidance on some issues raised by stakeholders during the transitional period. Following the initial review, revised Guidance was laid before Parliament and came into force on 22 June 2006.
We then conducted a comprehensive review of the Guidance, which considered the more complex issues that could not be easily resolved by the initial review. A public consultation on revisions proposed in the second stage of the review took place from 16 January to 11 April 2007. 162 responses to the consultation were received.
Following consideration of the responses to the consultation, revised Guidance to the Licensing Act 2003 came into force on 28 June 2007.
The Scrutiny Council provided key inputs to both stages of the review.

If a correspondent requested confidentiality this was not be guaranteed, and was only possible if considered appropriate under the legislation.
