Why won't the Government allow standing terraces at major football grounds?
DCMS is responsible for administering the all seater policy for Premiership and First Division football stadia, which was introduced following Lord Taylor's Report into the Hillsborough tragedy (standing terraces are allowed at Second and Third Division grounds, so long as they meet stringent safety standards). Some supporters have asked the Government to dismantle the all seater policy. Following a detailed review over 2000/01, the Government firmly believes that the all seater policy is still needed - and this will remain the case until compelling technical evidence is produced to the contrary.
