The Department for Culture Media and Sport would like to invite applications for two Commissioners (Historic Property Management and Accountancy/Income Management) to the English Heritage Board.
Time Commitment
As Commissioners may also serve on or chair one of English Heritage’s Committees and/or act as an advocate in one of English Heritage’s regions, the time commitment will range on average from 12 to 40 days per annum.
English Heritage
English Heritage was established by the National Heritage Act 1983 as the Historic Buildings and Monuments Commission for England. It is the Government’s statutory adviser on the historic environment. This public body receives around three quarters of its income from the Exchequer in the form of Grant in Aid (£132.7 million in 2008/2009). The remainder (£48.1 million) is self generated from commercial activities and fund raising. English Heritage’s role is to champion and care for the historic environment
The Commission is the governing body of English Heritage and comprises the Chair and up to 16 Commissioners. Commissioners provide expert advice and guidance on heritage matters and have corporate responsibility for establishing the overall strategic direction of the organisation and for monitoring its performance against strategic objectives and targets.

The Person
All English Heritage Commissioners will be expected to contribute effectively to the overall work of the Commission and should be able to demonstrate:
- An understanding of English Heritage’s work, along with a commitment to its aims and objectives.
- An understanding of the wider environment in which English Heritage operates.
- An ability to think strategically and exercise sound judgment
- An ability to work constructively with fellow Commissioners and wider stakeholders.
- An ability to represent their own area of expertise in the full range of Commission discussions.
- An ability to challenge as well as support, the executive team on a full range of English Heritage issues, taking a corporate view beyond their own areas of expertise
For these particular posts, the successful candidates will be able to demonstrate:
Post 1: Historic Property Management
- A sound understanding of the issues associated with owning, maintaining and conserving a substantial historic property or estate.
- Conversancy with commercial ventures and visitor operations associated with running historic buildings / estates.
- An ability to appreciate and articulate the views of the constituency of private owners who own and manage the vast majority of England’s historic environment.
- An ability to promote the value of private ownership for the wider public good.
Post 2: Accountancy / Income Management
- Sound financial expertise stemming from the public or private sector.
- An understanding of the practical issues associated with managing a mix of government and commercial income streams.
- A background in accountancy.
This Commissioner will be expected to chair the Commission’s Finance Committee, calling for appropriate previous committee experience.

Supporting information
Remuneration:
Every Commissioner receives an allowance. Some receive an additional sum directly linked to responsibilities undertaken such as chairing an Advisory Committee and/or duties as a regional Commissioner. The remuneration range is currently £4,030 to £9,200 per annum.
Term of Office:
These appointments are for four years from 1 February 2010. The successful candidates may be reappointed for a second term.
Location of Meetings:
The Commission meets formally six times per annum comprising five meetings with regional visits (held over two days),and an annual December meeting in London.
The Process:
These public appointments will be made in accordance with the Code of Practice published by Office of the Commissioner for Public Appointments (OCPA). Such appointments are made on merit and political activity plays no part in the selection process.
